Authority
The API is a read model. For post-transition facts, the append-only log is the record and a disagreement between it and an endpoint is a projection defect. The detailed schema and current laws are served live so copied documentation does not silently become authoritative.
Reuse
Operator-held dataset rights, operator-created factual metadata, operator-owned expression, and separately and explicitly offered contributor expression are covered by the bounded CC0 1.0 Universal dedication. Record inclusion and date alone do not license contributor-authored expression.
