Intention as a human concept constitutionally requires cognition — you cannot have the concept of intention without cognitive capacity. Remove cognition and the concept cannot operate. Present-tense necessity.

Communication as a human practice requires intentionality. Remove intention — the speaker/writer no longer means anything — and communication collapses into mere signal emission. Gricean implicature, speech act theory, and pragmatics all presuppose the intentionality that intention provides.

Removal test: remove intention — does provocation stop operating? Yes. Provocation is defined by its intent to elicit a reaction; without intentional provoking, there is only accidental triggering. Direction: provocation (specific concept) DEPENDS_ON intention (general cognitive state). The dependency is constitutive — the concept's operation requires the agent to have the purpose of eliciting a response.

Intention must exist first before procrastination can occur. Per Law 7 (which-came-first): one cannot procrastinate without first having an intention. Intention predates and feeds into procrastination as its necessary precondition.

Procrastination cannot operate without intention: it is the voluntary delay of an intended action. Remove intention and procrastination has no object to delay — the mechanism collapses entirely. This is a present-tense dependency, not just historical precedence.
