redaction

Redaction is the institutional practice of excising selected portions of a document, recording, or public record while preserving the remainder in a materially altered form. Parameters: (1) It operates on texts or data artifacts — not on physical objects — and is carried out by actors with authorization or de facto power to alter what the public may access. (2) The excision is mechanical (cutting, blacking-out, filtering) or semantic (replacing with '[REDACTED]', ellipsis, or placeholder tokens), not interpretive. (3) Redaction is constitutive: it produces a new document state that carries legal or policy authority — what remains after redaction is what the institution officially publishes. The persistence mechanism is institutional enforcement: redacted outputs are stored, filed, and treated as the authoritative version within the jurisdiction or organization that performed the excision.
