Safety-training is designed and maintained for the sake of building safety-competence (Law 8d: teleology). The entire purpose of safety training programs is to develop the knowledge, skills, abilities, and attitudes that constitute competence. Remove training as an institution and competence-building loses its primary structured mechanism — organizations still value competence, but their main designed instrument for creating it disappears.
