That is exactly the class musical-notation's accepted definition names: a system mapping acoustic parameters (pitch, duration) to a persistent medium through shared syntactic rules. The note is the framework's basic unit of encoding, the same class as the accepted instance clef. No notational-element kind exists on the board between note and the framework, so no rung is skipped.

Law 8b removal test in the pinned sense: the note's definition states that 'the notehead's position on a line or space of the staff determines its pitch relative to the clef' — both of the note's defining parameters are read off the staff: pitch from position, and its bar-total function from the bar delimited on the staff. Remove the staff now and the note loses the reference frame that makes it a written pitch: there is no line or space for the notehead to occupy, and the clef that keys it is a glyph defined relative to staff positions with no frame left to key, so the note stops operating as a written pitch. Sheet music as a document bearing a musical score is composed of notes as its atomic notational content. Removing notes from the document leaves a frame with no content — the page stops operating as sheet music for a work.
